Thats all new to me.
Note that the purge hose is subjected to a vacuum, and boost pressure. If the purge valve was open when on boost, the fuel tank gets pressurized and the fuel pump can get blown out of the tank. (yes that has happened)
When the purge hose sees a vacuum, something inserted in the hose might be to prevent the hose from vacuum collapse. A 'vacuum hose' is any hose that has been built with walls made thick enough to resist collapse. So thats the only reason I can think of for an insert. It the hoses appear to be identical in material and contruction, I would be putting the insert into the new hose.
Is the insert something loose that can be easily removed from the old and slipped into the new? If not, then thats a puzzle. My purge hose never caused a problem, so I did not need to know about that.
So the old hose. Was stiff? The fuel fumes migth cause the material to change. As part of the emissions system, it is one of those things with an 8 year warranty?
