ACC annoyances following repair???

Recently had replaced the fan spd control unit to bring me heat this winter. While that appeared to solve problem, unfortunately the ACC remains unpredictable. Took back to shop for further diagnosis, and had installed a used/different ACC control unit (issue?), with limited improvements. Here are the symptoms:
Cold start in morning, SOMETIMES heat kicks in after mile or two ("cross-your-fingers" issue).
IF there's heat, sometimes ACC maintains desired temp, sometimes not ("one-and-done" issue).
ALWAYS can solve prob by switching ACC totally off, then back on ("humans-always-win" solution).
Yes, this is an annoyance, not an issue, but I would love to get FULL return on expen$ive repairs. Any ideas would be MUCH appreciated!
