It is a thermistor to sense intake air temps. The thermistor is epoxied into the drilled brass. Perhaps the epoxy got where is should not in manufacture. If its really hard, that is what it is. If softer, clean it up but take care not to damage the thermistor which is on fine wires. If you start the engine with the IAT discon you will get a CEL.
The sensor terminal body can sometimes turn in the brase body. This is harmless as long as the thermistor is free to rotate in the brass around it. If is bound there, turning in the brass body would wreck it.
The thermistor is a small bead at the end of the wires, probably an epoxy dipped unit.
