The valve allows built up fumes in the gas tank to be filtered and shot periodically into the intake air stream. I am assuming that with the valve stuck open the high manifold vac at idle was able to pull fuel vapor directly from the tank. Sort of like a high octane air leak. In this case the O2 sensor should tell the system to compensate some if this is the case, but it is not the way the system is meant to operate (your gas consumption is high as well as the engine idle speed). Now, I would think you should be getting a lean mix Check Engine error if the valve is shot but I'm not sure. Your fuel tank might be collapsing already under manifold vaccum causing a fuel delivery problem.
Go ahead, pull the valve and check its resistance reading, then apply a small current (low voltage, "9v") and the valve should click open. If not, your valve is shot and a replacement is due, in the current time you can cap the vaccum hose and the TB. if that's not the case, perhaps you have a short in the wiring or the cpu is not delivering the "open" signal.
How's the gas tank filler cap ?
