Welcome, and technically speaking your full next major tune-up is at 95K as they are scheduled for every 30K starting at 5K. But to answer your question, yes I would recommend the full 95K tune-up. Proper maintenance is essential on these cars. As to when you should do the tune-up--either now or when you hit 95K, that depends on the car's service history and current condition.
Sorry, can't help with the clutch cable diagnosis--our 97 900SET is an automatic. Though one thing I have heard from folks with a manual, is that (depending on plans/needs for the car and your financial situation) it could be worth switching to a hydraulic clutch when your current clutch is due for a replacement. It does sound expensive and difficult though.
