Evap purge valve and shut off valve questions?

Hi
As I have mentioned in a previous posting, my CEL has turned on two weeks ago. When I hooked the car up to a scanner, I got the code P0446 which indicates an evap shut off valve problem. Thanks to the help that Dean gave me, I found the evap purge valve. I took out the valve from the car and I have tested it with a 9V battery. I can get the valve to open (I hear the click and I can blow air through it) but afterwards it stays open and I have to shake it to get it to close. I have ordered a new purge valve from eeuroparts that should arrive tomorrow. Nonetheless, I still can't find the shut off valve. I believe that the shut off valve is also connected to the charcoal canister but it is different from the purge valve.
Today I was driving the car and I pulled out from a intersection and when I stopped at the next light the car died. I tried to restart the car and it wouldn't start several times. It finally started when I gave it alot of gas so that it didn't die immediately after turning the key. I got home and I connected the scanner, I got the code P1126 and P2400 both of which are related to the evap system. Tomorrow I plan to change the purge valve but I would also like to find the shut off valve to try to check it. I would really appreciate it if someone could tell me where the shut off valve and the charcoal canister are located. Also if someone could tell me what is the purpose of the shut off valve. Thanks in advance,
