Shut off valve is located inside and under the right plastic fender on the early NG900 but I think it was later relocated to behind the gas tank.
It's a hose attached to the EVAP canister and it runs forward over the plastic liner to a plastic valve. The wire harness for the valve comes from behind the right turnsignal.
That valve is used by the OBD 2 system to check the integrity of the tank system. At certain times during driving the valve closes and the ECU checks that the pressure/vacuum values drops/rises at a preset value using the pressure/vacuum monitor at the tank.
The EVAP system (most car brands, not only Saab) that was introduced with OBD 2 is the worst piece of junk that they have come up with in the fight of pollution.
It doesn't make the car run better or worse, but the car owner pays dearly to have it repaired over and over again by replacing sensors and hoses, and the repair shops looses money since it is so difficult to trace down each and every time it breaks.
The EVAP purge valve goes bad all the time on both Saabs and Volvos and vacuum hoses cracks here and there together with microscopic leaks at the gas tank. All triggering the CEL.
