Be sure to prep the area you want to repair. Carefully wetsand the scratch/chip with 1000 grit and move up progressively with 1500 and 2000 grit sandpaper. then clean the area with de-natured alcohol.
Carefully apply the paint sparingly with a toothpick. Some folks will warm the paint by running under hot water. Apply 2-3 coats alowing the paint to dry about 8 hours between applications (your drying time will vary, so check it with a clean toothpick or pin). Hou want the touch-up paint to be just below the surface to allow for a layer of clear-coat.
Final step would be after the clear has cured, use Langka to level it off. Try http://www.langka.com to order this stuff. I have friends who used this and it's very difficult to tell where the damage was.
Final step is to polish and then wax/seal the repair.
