Industrial, chemical, and environmental contaminants begin to settle almost immediately. It's common for "new" cars to have even a small amount of paint contamination. Raildust on cars transported by train is a common problem, particularly with white or light colored cars. Those that cross oceans and are trucked log distances are exposed to quite a bit of pollutants. Some manufacturers are addressing this by applying plastic sheeting (that white wrap you see occassionally on new cars), but not all are doing this. Keep in mind that most new cars have been transported hundreds, if not thousands, of miles from final assembly point. And many times, these cars will sit for many weeks exposed in the open.
Most, if not all, professional detailers (and auto enthusiasts) will tell you that surface prep is key to a great finish. Claying is simply one of those steps to ensure the paint is pristine for polishing and waxes/sealants.
There should be no concern regarding paint curing on a new car - it likely was painted several months ago, and cured in a paint shop at the factory. When claying a new car, you might not remove very much depending on what it's been exposed to, but it's a great time to do it, as it won't be tough to get great results.
