If I may also suggest- P21S Wheel Cleaner Gel. It's actually a spray and not a gel, but spray it on liberally and it clings to the wheels like a gel. Sometimes I am not able to clean the alloys on my 2003 9-3 Arc for a month or so, and if you leave this soak on the wheel for several hours it will remove the most baked on brake dust with a blast of the garden hose. I just do a little detail work with the sponge afterwards, getting the inner part of the wheel through the spokes. The instructions say it can be left on up to two hours but once I ended up leaving it on for six hours until I could get back to the wheels. This was in my dark garage of course- I wouldn't leave it on that long in the sunlight. I just put a few paper towels on the garage floor around the tires to soak up most of the black crud that runs off the wheels. After wiping up the excess runoff, the P21S just dries white on the garage floor and doesn't seem to affect anything.
