shop that unmounts, puts on new valve stems, puts back summer tires (about US$10 per corner), balances all four (each tire balance costs about US$10-15). A patch is about US$10-15.
Make sure they use a torque wrench to put the wheel bolts back. If not, find a shop that does.
A simple tire swap from winter to already mounted summer tires would be only about $20-30 however. I did this recently with my Mickey Mouse in car jack, actually, not a bad jack for that purpose, it fits the jack points better than the older Saab in car jack where you have to put it in a slot. I would gladly pay someone that kind of $$ to do it but my time of taking the car there, waiting for the car, etc... would probably worth my spending an hour or so doing all four in the garage and using a torque wrench to avoid overtightening the wheel bolts.
So your numbers are about right, in fact cheap, if we figure in the exchange rate.
