Shell rolled out a gasoline with similar "friction reducing" claims in Canada and Lexington, Kentucky about 1-2 years ago. However, it was reported that the gasoline was causing damage to vehicles, and was quickly pulled off the market. In Canada, there was a class-action lawsuit to address the damage allegedly caused by the Shell gasoline (below are a couple of links to news articles on these problems).

As far as the actual truthfullness, there was an SAE paper published about 2 years ago on friction modifiers in gasoline which indicated a mild benefit, much less than the effect of turning your A/C or defrost off (or avoiding jack-rabbit starts, etc). However, these benefits are only found at warmed-up, steady-state highway conditions, not normal everyday conditions of regular folk.

As you can see, I'm a bit jaded when it comes to Shell and how they make their claims. Since Shell bought the Texaco retail last year and are supplying Texaco stations with the same additive as Shell (an FTC requirement as part of Shell's purchase), Texaco deposit control peformance has deteriorated. Next year Chevron gets to begin supplying Texaco stations, so hopefully Texaco quality will pick back up (don't know what Chevron will do for the Texaco additive - Techron?).
