Are whats used in modern application. A swash plate varies the capacity of the compressor according to need. A little compressor, little load, for a little AC and a big compressor for big cooling. Todays modern rotary compressors don't suck the power like the old fashioned ones. They use only around 1hp.
I've heard that too. You get better mileage with the windows closed and the AC on.
And most importantly, lack of use is the biggest thing that kills AC systems. AC systems need exercise to keep the seals in good shape and to detect leaks early. And an AC system normally never needs a recharge or service. It's when they don't run for months that seals leak, the system evacuates, contaminents get it and pretty soon what could have been fixed with a new seal and a recharge, requires total replacement.
