First, what do you mean by "squealing". As the Skip Barber instructors say,
"a squealing tire is a happy tire", but they are referring to the softer, higher frequency "singing" that precedes the more gutteral and louder "screeching" which occurs when the tire has completely lost it and is leaving part of itself on the road. The former form of squealing occurs when the tire is making maximum grip. Autocross drivers strive to be producing slight squeal from one end of the course to the other - i.e., acceleating, braking, or turning at maximum grip all around the course.
Second, the tire pressure must be correct. What is correct? Not necessarily the sidewall setting (which is a "maximum allowable"), nor the manufacturer's recommended. "Correct" tire pressure can be determined if you paint a white line laterally across the tire with shoe polish, and after you're done driving your "circuit", the white is scrubbed off all across the tread but still there where the line runs up the sidewall. Not real convenient for the street (where a couple or three pounds above manufacturer's recommend is usually best) but good for autocross.
Third it depends on the tires. Michelin MXV4s used on many recent Saabs will squeal if you look at them closely. Pirellis used to, but the P6AS as used on the 9-3SS seem pretty quiet. Don't know about "Nitto" tires.
