...immediately notify the appropriate authorities (Highway Patrol, Sherrif, Police) to file a report and get a report number. Usually if you have a plate number they will include it on the report, track it, and notify the offending party. Once this is done, your own insurance should be able to take over and allow you to get this vehicle fixed. If they can't collect from the offending drivers insurance, worst case is you're out the deductible from your insirance to get your car fixed. This should not affect your rates.
FYI, I had my vehicle damaged by a big truck while parked in the lot at my office (looked like the bumped was almost ripped off side to side). The security guard for my complex got the plate number, called the police, and when I came out from work, I had a card on my vehicle to call the police to get the scoop. The police tracked the offending driver down, got his insurance information and the rest was handled by my insurance with the police. My insurance got full reimbursement even though the driver was disputing whether or not he hit something, and it didn't cost me anything but aggravation and inconvenience.
You might still be able to get a police report filed because it sounds like such a unique occurence that the authorities may just help you as a matter of course (despite you have waited to notify them).
