This would be a great FAQ/Guide to go along with the classifieds here at TSN! Perhaps collectively we could get some answers.
4. I would not let a buyer take the plates. I've never done it over the internet, but when I've bought used cars in person, I show up, test drive and look over the car, pay them and get the title, etc.. Then I come back a few days later with plates, insurance card, etc.. and drive it home. If I can't get someone to drive me over to whereever to get the car or if I have a tight schedule of work obligations, I'll send a flatbed wrecker to go get the car and drop it off in my yard. Then I can get plates and insurance for it at my convenience.
Obviously inconvenient or impossible long-distance. At least if they buy the car and want to drive it home immediately, they could call the insurance company from your place and the insurance company could fax the new insurance card over that you could view before sending them off.
