The top laminate on many boards is not a structural component, but I suppose it could comprimise the handling (of certain boards)......if for instance ifcarbon or kevlar I beams were integrated into the top sheet. I'm not a wiz at the structure of boards, but I have been freestyling and freeriding for 15 years, and have ridden some pretty damaged boards...with no ill effect.
Speaking of damage, I have the new Burton P1HD bindings, and the moron sitting next to me on the chair kicked his board into my highback, so HE was comfortable. Well the HD bindings have a VERY thin lip of carbon....and he cracked it casing it to delaminate. Brand new bindings needing epoxy.....sigh.
