Roger, I believe you're assuming tankless heaters run only on electricity. The one's I've looked at are gas, and it's a good thing. No way will you save by any kind of a gas-to-electric heating switch.
I considered tankless when my new 6', 60-gal. cast iron tub overtaxed my 40 gal. water heater. But since I already had a modern hydronic boiler downstairs, I chose a SuperStore 60 gal. tank that sits on a loop of its own and uses the heater boiler to heat the water. It's much more powerful and efficient than the little burner beneath a conventional water tank, and since combustion is external, there's no flue. That means the tank can be fully insulated. I'm told I can add solar panels later to preheat the water. That's the best answer, I think. and tankless heaters also make the best backup for solar hot water systems, so that's another option for you to consider...
