From a teacher in the New Orleans Public School System, I must unfornately advise you to avoid it. Technically, if you move to the West Bank, you'll be living in Jefferson Parish (and not Orleans Parish), and luckily, the schools in Jefferson are generally much better in Jefferson than Orleans. To be honest, the only people who send their kids to the public schools here are those who can't afford to send them to a private school. As far as I'm aware, the private schools are pretty cheap down here.
Of course I'm speaking in sweeping generalizations, but sadly, this time they are mostly true.
With that said, if you'd like me to get some names of good private AND public schools in the Greater New Orleans area, let me know. I love helping people get the best possible education!
As for Saab clubs, New Orleans today is like the North East 20-30 years ago; it's a freak occurance when you actually see a Saab, and most are owned by out-of-state college kids. It's like having a unique car all over again!
