3.1 GPA sounds pretty good for engineering, but UofM can get a little snotty about what transfers, so make sure it will be worth your while (and get something in writing before you commit). It's an absolutely top notch engineering school, that's probably the only thing I'd encourage people to come here for as an undergrad. Engineers are a little isolated here (they have their own part of campus), but Ann Arbor is a wonderful town to live in... never EVER boring.
Because you're thinking about UofM I'm assuming you'd be in-state, because it's almost as expensive as some private schools out of state. Good luck with your decision and feel free to email me if you have any questions about Ann Arbor or the University. I'm coming to the end of my fifth year of grad school (in chemistry) and my seventh year living here.
