One of the most unique highways anywhere is the Toll Road from Tijuana to Ensenada. It's 100km from TJ to Ensenada on a four lane (two each way) divided, limited access toll road, cost about $7 each way, very safe as there's no cross traffic and it's a very well maintained road. That would be my style, to not hardly get out of the car. Just as soon as you cross the border there's a new more direct exit that puts you on the toll road that hugs the border fence until it gets to the coast. You pass by Rosarito Beach about 30k south of TJ. At the very south end of Rosarito beach is the Rosarito Beach Hotel, a Baja classic and my favorite place in Baja. Elegant oeacn view bars, pool and dining, an old world feeling like time has stood still, populated by Hollywood stars, great package deals for oceanfront rooms, the place always feels like Humphrey Bogart and Lauren Becall were just there. Continuing south the road hugs the coast and the last 30k or so is a spectacular cliffside road.
I don't have a problem driving in Baja, but I like driving in strange environments, narrow streets and different styles of driving. Many folks buy insurance at the last couple of exits on the freeway before Mexico, all on the up and up.
Without being redundant, Baja is a foreign country, third world almost, no not almost, Baja is the 3rd world, many folks living in shacks without facilities, but very nice in most parts. Worth a visit whether you just walk and cab over to shop on Revolution Blvd in TJ or see the countryside.
