One of the first questions is do you plan to dock or not? This will, in part, decide all sorts of things (centerboard vs. keel, tow vehicle requirements if needed, boat length, ....) If you think your going to trailer each time you sail even 23' might be too big. Do understand that even a modest size sailboat takes significant time to rig and launch (and you'll want to tune too). We had a 25' boat when I was growing up. It took hours to launch. Luckily we only did it once a year. In fact, in later years it went from storage to the boat yard and they launched and retreived the boat each year and did any major maintenace. The only really advantage of being trailerable is we saved a lot on winter storage b/c we could tow it to cheap storage.
Based on what you think you want I'd keep your first boat at 27' or under. Sounds like you think you want a general purpose boat in the 22' to 27' range. Depending on where your sailing and with who and how you think you'll use the boat don't rule out smaller boats either. I have sailed boats from 7' to 39' and have probably enjoyed sailing most boats in the 16' to 19' foot range. But it all depends on the type of sailing and circumstances you'll be sailing under.
Check out some of the articles on sailnet. I haven't looked in a while but they have a boat load covering all sorts of things including buying that first boat.
