SIM cards found in the European models are typically the domain of GSM systems, the digital cellular technology standard in Europe and most of the world. OnStar contracts with Verizon, who is the leading CDMA operator in the US. GSM and CDMA are two completely incompatible technologies, no SIM cards on CDMA, so whatever setup SAAB has in Europe will not work here without a great deal of effort and non-standard US parts.
Note, however, that the vast majority of OnStar units actually use ANALOG signaling (which has been commercial since 1983), and Verizon maintains a minimum number of analog channels at each one of their 20,000+ cell sites to meet their contract - they have almost completely phased our normal analog customers since the economics strongly favor digital.
