That may depend where you put it. Don't know how much control you have over host server or IP addresses. However, the current issue sounds like it is probably the IP address your sending email from (or maybe the whole IP block) so it really depends on IP used. Looks like your current IP has generated at least some reported spam.

I don't really know much about "smarthost" but nearest I can figure it is just a buzz term for a relay host of sorts in the Windows world. It could be part of a solution but in and of itself it means nothing. The IP it would be presenting is the important part. It probably also would need to munge headers depending on how it is configured to sanitize the bad IP source (which it sounds like it probably does since it is supposed to hide internal servers I think). Of course you can do this with postfix or sendmail or what have you too.

Have you looked to see if there is a pattern to who is bouncing mail? Is it a bunch of IPs or limited? You might try contacting those ISPs directly to inquire as to why it is being bounced. There are all sorts of reasons something might get bounced. Some ISPs bounce based on volume in a certain period unless white listed, others are tripped by funky spam checks (having malformed headers can be issue; having a mistake as simple as 9:40 instead of 09:40 for the time format can trip some filters). It might also be the nature of your emails. It would be good to get an idea of who is bouncing you and why. Otherwise, even with a new IP it might start all over again soon. Find out what it takes to get off their list. So understand the issue and then move forward.
