looks like the tweeter can be taken out from the front easily. Some speakers buried the access screws with foam surround and have to be dug out but the Dali seems simple enough. I don't know what they have at the back of the tweeter however, I hope they don't put any special foam that you have to dig up to access the soldering points to the crossover. You may as well unscrew the tweeter and take a peek and see what's behind it. If it just nothing or simple loose insulation, you can feel around and see how far the crossover sits from the tweeter.
If you can peel the tweeter out a bit and have access to the leads behind it, just test the tweeter with a multimeter. When you touch the leads to the tweeter, if it is still good, it should make some noise when you touch the speakers leads with the multimeter probes.
My guess is that the tweeter is fried as you mentioned a malfunction with the center channel amp. The crossover is probably ok; a well built crossover can take a lot of abuse but the tweeter is usually the first to go, it acts also like a fuse in this case 8-). Some speakers have built-in protection circuit or have fuses, check with Dali to be sure.
Otherwise, it looks like a simple replacement to me.
