Never sieze is for bolts that you may want to remove sometime in the future, that get lots of heat and corrosion. And it's not super critical if they were to come loose. An example is the little screw holding the brake rotor in place, bolts in the exhaust system, etc.
Loctite comes in flavors. It's job is to keep bolts and nuts from rattling loose, when coming loose could be very, very bad. Put very generally, Loctite blue is medium strenth, for things that you want to stay together, but may want to remove sometime in the future. Loctite red is high strength, for things that absolutely must stay together, and will probably never be disassembled. Loctite purple is the lowest strength.
For most car applications, I'd go with blue. You will want to remove it at some point. Now, Loctite isn't the only manufacturer of thread-locking compounds; I don't know if the other guys use the same color code.
I use Loctite blue on suspension bolts (A arms, ball joints, brackets holding the caliper on). I use never-sieze on the allen pins that the calipers slide on, the little screws holding the brake rotor on, that sort of thing.
