actually, both kind of do similar jobs, and either is better than nothing (not together though). loctite will hold the bolt in, and prevent corrosion by keeping water out of the threads, theoretically making it just as easy to remove in 2 years as in 2 days.
iirc, anti-seize will also (obviously) make it easier to get out, but it also prevents slippage. something about at equivalent torque, the anti-seized bolt will hold better. since there is less friction on the threads, at a given torque there is more lateral force on the bolt, making it hold better. or something like that.
personally, i use loctite on stuff i really don't want to shake loose (suspension, brakes), and anti-seize on the rest, particularly parts exposed to heat/corrosion.
