"Right to Repair" Act--what do you think?

Recently, at a local gas station that regularly has petitions and other documentation available about legislation that can have an impact on the automotive industry, I found a link to an interesting website. I wrote it down to check it out at home. I posted the link below.
Apparently, there is a bill facing the US Congress that wants to fight the ability for manufacturers to restrict information from computers in cars, as well as access to special tools and information.
I can see both sides of it--the "proprietary information" side, as well as owners who do all repairs themselves. Jay Leno's article in my recent issue of Popular Mechanics talked about the differences between owner's manuals today and 30, 40, 100 years ago. Car manufacturers used to view owners as part of the team, and the manuals had a ton more information about the car besides, "O, that light came on? Go to your nearest dealer."
I have a few 9000s, and I've seen several discussions over there about OBD2 and other hardware/software tools. I'm sure Swedecar has spent lots of money obtaining the technology to "talk" to the technology in the car. But the more advanced cars get, the more computers they will have, and the more we will be dependent on "specialists" to solve any problems. Doesn't the new Corvette have something like 14 computers in it--controlling everything from the engine to the driver's power window? And all Saabers have felt, at one time or another, the pain of "having" to go to the dealer for specific information. But isn't it their right as a company to restict it?
It's an interesting issue, and I'm not so sure which side I come down on yet.
