There's a fault somewhere causing current to go to ground - an electrician should be able to help you locate it and fix the problem. If your system is grounded with an electrode rod ( a long metal rod driven into the earth near the service box ) as well as being grounded to the cold water system, it's possible that the electrode has degraded or that the connection to it has failed in some way, allowing more current from the fault to go to ground through the water pipes. It's definitely not a good situation, be very careful till you have your electrician check things out.
