Most residential electrical systems attach the ground to the cold water pipe, close to where it enters the house. This makes sense, as the pipe goes through the foundation and then into the earth, which is "ground". If you are seeing problems only at the transition from "water running" to "water not running", then something is wrong with this connection - go have a look at the pipe where your water enters your house, find the wire that is attached to a clamp on that pipe and ensure that the connection is intact. Have you had some PVC plumbing replace some old metalic pipe? That's part one.
The next issue is what stray current is getting routed through this ground, and why - this is not a normal case, it sounds like you have a fault somewhere. I would get an electrician in pronto. Yes, this can be a dangerous condition.
