Although you said that only the spark plugs were changed, carefully study the invoice and also what you asked them to do. If only the spark plugs were changed (or even if they did other stuff, like oil change or brake fluid), then that's the problem.
The old guideline was air, fuel, or spark. One of them is the problem. In the modern 9-3, there's a 4th component...air, fuel, spark, electronics.
The other stuff mentioned is not air, fuel, or spark related so that's why you can forget about that.
Maybe others can shed some insight. Spark plug gap not right? Not the best spark plug? For example, I heard that the OEM NGK plug is best for the original 900 (1993 and earlier) even though one may like European names like Bosch.
If you are in a major city, some Saab independents have more interest in the new generation 900 and original 900. In Los Angeles, Swedecar's Anders often gives good advice. Some, but not all dealers, are only interested in easy switching of parts, not thoughtful diagnosis of hard to solve problems. Maybe it's because good help is hard to hire.
