Yes, that's the process. There are variables.
Some people like to use a 3/4" stone base, tamped, with stone dust on top. You can also get "road base" which is a mix of 3/4" stone and stone dust, which packs really well, especially if you water it down. You can also just use stone dust all the way down in 4-6" layers (lifts). I've done that with bricks and it works well. Just tamp the heck out of it.
Do use stone dust, though, and not sand, at least in the northeast. It packs much better and makes a much firmer base. Do use a mechanical tamper. They do a far better job and it beats doing it with a 25-lb hand tamper.
I'm hoping to get to this on my front walk this summer.
You have lots of choices for the pavers. Bricks and cement pavers go down easily as they are uniformly shaped. Prices vary widely, so shop this around. There are some nice pavers made to look a lot like real stone. Others just look like tinted cement--which is all any of them are. Some just look a whole lot better than others.
We'll probably do either flagstone or tumbled bluestone.
