The first digit of the VIN is supposed to define where a car is manufactured. Numerals are for the Western Hemisphere and letters for Europe and Asia. 1=US, 2=Canada, 3=Mexico, 9=Brazil, I know the 9's because I sold Brazilian built Voyage's as VW Fox's in the 80's. Letters are for Europe, W=Germany, Y=Sweden, did I get that one right? It's been awhile now...
You used to be able to buy the same VW from me built in 3 different plants. Westomoreland PA, Mexico and Wolfsburg.
Interesting that South African built BMW's still carry the WBW or German serial #. Same thing for the Finland built OG9-3 Verts and Porsche Boxters, they have the Swedish and German VINs, not Finland.
