The problem with modern construction is that often techniques used are shortcuts that benefit the contractor and not the home owner. Today contractors throw up sheet rock, mud and tape the seams, paint, and walk away. But originally, sheet rock was meant to act as a substrate for a skim-coat of plaster. It eliminated the need for brown coat -- the stuff that the finish coat is applied to.

I can go on about this but let me give my recommendations:
1. Skim coat and paint. Skim coat comprise a mixture of hydrated lime and Plaster of Paris. Do not use joint compound to do a skim coat. To ensure good adhesion, whoever does the work should coat the existing ceiling with Plaster Weld (available at Home Depot).

2. Do #1 but cover plaster with a layer of thin canvas, then paint. Yep, the same stuff used by artists. Do this protect the plaster and prevents future cracking..

3. If you are going to remove the sheet rock, think about using a more durable material. I recommend Tin Ceiling. Easy to do yourself and adds a touch of elegance sheet rock will never offer. If you want I can send you picture of it implemented in my bathroom. A good source: http://www.abbingdon.com. Or you can look for a source nearer to you. Might be a little more pricey than sheet rock, but if you value you house, then it is worth the extra expense....
