My wife is just now setting up to take cards for her cookery school (she mostly teaches people cooking on the big sailing yachts) and two things occur, though US practice may be different of course. One is that although for openers the card processors want 2% for taking credit cards, they only charge 30p (say 50 cents) for "Switch" cards as we call them, that take cash direct from a bank account. Not all cards are created equal.
The other is that although there is a review scheduled after nine months or a year, if she turns over a decent amount of money she can go to them at any time to renegotiate the rate. So if Bill sells a few big-ticket items he may be in a better position to do this.
By the way, many people over here in the UK do charge extra for taking credit cards, including hotels, airlines and booking agencies, and the card companies - which used to discourage this practice - seem OK about it. One small factor is that the so-called credit charge does not attract VAT (value added tax).
