The circumference of the belts is probably what changes the least. The rubber has a much lower elastic modulus than the belts. And the tire tread blocks open & close from each other as it flexes at the road.
As an extreme example, think of tank tracks. As they go around the sprockets, they hinge open, so the "circumference" that doesn't change is defined by the hinges between links. Those hinges are some distance up from the ground.
We're splitting hairs, but it's kinda fun to think it through. The dynamics of tire motion under acceleration & braking loads gives more than 3% slip ratios, like BobS says.
