While, like you say (especially in recent years), German engineering does not necessarily equate to reliability (ie performance can take priority, as in the case of BMW), different German brands are at different ends of the scale + it probably unfair to paint them all with the same brush.
Historically, Mercedes was one of the companies that helped the Germans earn that reputation... seriously overbuilt and quite reliable cars (+ mostly in no way performance oriented)... not the case anymore, but used to be... recently, I found it cool to see Porsche topping the JD Powers reliability results, well ahead of the Japanese brands, which are slipping in reliability it seems... at the same time VW, the brand doing all the "German engineering" advertising (and parent of Porsche) is way down at the bottom of the list, just ahead of (Japanese) Suzuki... easier to make something reliable if you use more costly parts! not necessarily a guarantee though (eg BMW)...
I think one of the reasons all European cars are unpopular outside cities is mostly cultural for + several reasons: 1) they cost more (wealth is largely concentrated in cities), 2) old fashioned ideas ("it's not a Chev"), 3) harder to repair due to lack of shops with experience due to lack of critical mass (due to 1 + 2)... cheaper cars (VW) have more penetration + are pretty easy to get fixed in a rural setting...
