Not true. I have a steam boiler. We just replaced ours this year with a new efficient one, but our old one was a 1920's-era coal boiler that was converted to oil. You need electricity to run the oil burner. You'd also have a hell of a time trying to regulate the heat and steam regulation without electricity even if it was still coal-fired. A low-water situation (generally controlled by an electronic control) could cause the boiler to explode. When we lose power we go with the old standby--fire in the fireplace.
