Rotating tires is anything from over done, to not at all.
Once a year I measure the tread remaining, and put the deepest tread, on that side, on the front. Eventually this results in a left side tire having the most tread (of all 4 tires) and a tire on the right with the least. When the tires have < half the tread remaining. I reverse the rotation of the tires with the most and least tread, by mounting them on the other side of the car per above. There have been no ill effects from doing this, the most likely is an increased propensity for the reverse rotation tires to hydroplane, although I have not experienced it. Otherwise they don't seem to mind running backwards. Some years the tires are not rotated since the difference in tread is minimal (< .02â).
Too much rotation can increase wear, since tires wear into their position, moving them causes accelerated wear until they have worn into the new position.
