He's essentially right, but not exactly.
Vista has relatively little in common with XP. It wasn't quite "ground up," but a fair amount was. After years of battling security issues and bad press over the aging XP, Microsoft went a little overboard with many of Vista's systems.
Once you modify several Vista behaviors, it's every bit as pleasant to use as XP. Unfortunately, the initial shock of Vista (both the OS and the media coverage) earned it a very bad name. Which isn't to say it's without fault, only that it's simply not that bad.
While it's not exactly accurate to say Vista is just XP (it's a heck of a lot more!), Windows 7 is in fact Vista with all those fixes already applied. In 7, they reeled back a lot of Vista's antisocial behaviors and refined others, resulting in a pretty nice OS. Using 7 in 2009 was like getting XP in 2001 - a big step forward.
Hopefully, 8 doesn't ruin the momentum. I've spent a lot of time with it and I think it's got real promise. It puts a the nail in the coffin of a lot of old conventions and I think that will be hard for people to deal with. However, if you're willing to really re-examine how you use a computer and consider another approach, it has the potential to be really cool and make users more efficient. Of course, if you're not willing to, all the old stuff is still there (for now) too.
