Actually it could just be that the fluid level is low. Leave the car sitting for several hours (to allow the foam to dissipate) then check the level and add fluid as necessary.
But if the fluid is low, it must be going somewhere, so there must be a leak. Could be the pump, or could be elsewhere - you'll need to track down the location of the problem.
