why not get him a cool bike? Better mpg than any car, cheap to insure, and free exercise. I didn't own a car until I had a job, but I upgraded to a nicer mountain bike after first year with some of my summer job funds. I was amazed how so many university students were driving cars around, yet, if they live anywhere near campus, students usually don't need cars. Most going to + from class involves walking anyway. The car is just a liability.
That said, he may live far from campus etc, and if so, I would second what others here have said: look second hand. An off lease honda civic will be pretty cheap to own and the ones coming off lease now are much better than the civics of the past (safety especially) and fuel economy is great. Insurance will be much cheaper for second hand.
For the same purchase cost, I'd suggest a base model SAAB 9-3 sportcombi. I agree with saabsince93b that the 9-5 is a great car with less GM influence, but for students, the 9-3 is probably easier to keep running, so long as they are in a metropolitan area with a good Saab indy. The late model 9-3 had most of the bugs worked out, gets good fuel economy (though not like a civic) and is safe and has a hatch.
