A late model used car would likely be the best option in terms of cost and a Saab would be durable and as others have said, fairly cheap to insure, as long as there is a local Saab indy to handle repairs, if needed.
If you want to go new, other suggestions so far are good, but I was just looking online yesterday at the redesigned 2014 Mazda 3 hatchback and the base turbo 4 model is under $20k, gets good gas mileage, has cargo capacity of a hatch and gets good reviews. Several reviews say it competes very well now with the Ford Focus ST.
