I think it depends on the dealer, and what the individual dealer's policy is. Dealers will sometimes tell you that a part is no longer available when what he really means is that he doesn't want to have to fool around doing the necessary research to find it.
My experience is that "old-line" SAAB dealers, who have been handling SAABs for many years, can generally find almost anything you may need for models from the 99 on up, and can even find a lot of parts for the V-4 95s and 96s. My dealer, who has been selling and servicing SAABs since 1963, has even been know to order a particular part for an older SAAB directly from Sweden if it's not available from SAAB USA.
A dealer that started handling SAAB in the last 10 years or so, and particularly if it's a dealership that also handles U.S. made cars, generally can't, or doesn't want to, find parts for SAABs from the 1980s or before. The parts may be available through SAAB USA on a special order basis, but the newer dealer doesn't want to fool with them.
So try several different dealers before you give up on getting a part for an older SAAB, and try to find a dealer that has sold SAABs for a long time.
