it has been mentioned before (early 2001) that using a cell phone while driving is the equivalent of having a .08 bac which is the limit in many states. not only is it a distraction (physically only able to use one hand, thus failing to signal, etc.) but in an article last year an at&t executive was interviewed as saying that the physical use isn't the only distraction, the conversation is (therefore hands free isn't any better). he was all for banning use in while driving.
a conversation with someone next to you is quite different than on the phone. you can hear voice inflections better and also have the benfit of physical gestures. on the phone you have to be more alert to the conversation to catch the actual meaningful details. therefore you are less tuned to driving.
whether there are numbers or not, finding a way to do other things while driving only takes attention away from driving and is therefore less safe. everyone should do others a favor, get behind the wheel and drive, and quit bickering.
