The the city/county/state is responsible for maintaining the roads, not Saab or Fondmetal. If the roads are littered with potholes or other imperfections as a result of negligence, and your car is any way damaged as a result of that, it was my understanding that you can and should sue the county, or file some sort of claim.
Now granted, most people think it's probably easier to go after the wheel or auto manufacturer than the goverment, and perhaps they're right. And perhaps Saab salespeople should be asking how the roads are when you're about to fork over money for that Viggen. But, I still say the problem should be attacked at the source - the bad roads. Just as Saab assumes you will be using unleaded gasoline in your car, and changing the oil when directed, I think they can safely assume that you won't be subjecting the vehicle to offroad type conditions, as apparently some city streets are.
