I agree with you that motor pacing method is questionable but are you sure that he hadn't been following you for quite a while and you simply just didn't see him. If you're, then you might be able to build your defense around the fact that his speedometer might be showing accelerating speed in trying to catch up with you. You'll have to ask for the police's logs through a discovery process and see how it actually happened and does his story make sense. Then you'll need to attack how accuracy the way he determined your speed. Did he follow you at steady pace and how long? Did he pass any cars in order to catch up with you (to show that he was accelerating)? Ask for latest records of speedo calibration, etc.
That said, motor pacing is one of the most difficult methods to defend. Usually it's easy to attack the credibility of radar gun since electronic malfunction or improper calibration could mean that the radar could clock anything at any speed says 10 MPH or 120MPH etc. Also there're possibility that it's not the reading of your car. There was a TV show that raised the issue of radar guns' reliability as it was seen in the show that some guns clocked houses or trees at moving speed, etc. On the other hand, speedometer inaccuracy is very tough to defense especially in your case since you were doing 29 miles over limit which is hard to bring it down to 69. You might be able to prove that speedo might be inaccurate but by what percent? Adjusted for the inaccuracy you were still speeding no matter what. See what I meant?
You best bet would be going to court and plea down to lesser fine and no records(moot point for you). Good luck.
