Being a Architect in Colorado, we would never contemplate something like that here due to freezing. We also would never run plumbing in an outside wall. Usually, it would be run through the crawlspace or attic as close to the "warm side" as possible and they would be insulated. However, his theory is somewhat correct; assuming the ground in sunny San Diego never freezes.
Below the frost line, the earth is supposedly maintaining a constant 56 degrees (that's why the "earthship" concept homes are popular). The outside air temperature varies considerably, so in the ground is more consistant as far as maintaining a temperature (takes less energy to maintain a temperature & so on). Being below grade does require a different "below grade rated" pipe and fittings (to deal with corrosion issues). You are probably also correct in assuming that his labor would dramatically decrease. A downside may be accidentally hitting it when landscaping, additional penetrations in the foundation/water proofing system, and expansive soil issues pulling on the pipe. At least it would be easy to find and fix if a leak develops not to mention much less destructive to the house...
Disclaimer: I am not familiar with standard practice in San Diego.
I also might suggest running this past a plumbing inspector with the building department to see if they know of any other issues.
