Hi Brian,
I can understand your frustration - its the nightmare of mail order shopping. I have been shopping at the Tire Rack for over ten years and have gotten 11 sets of tires or tire/wheel combos. I have only had a balance issue once and they reimbursed me without any hassle (I always deal with Eric x391).
I can assure you, that the problem will not get better on its own - actually worse as the imbalance begins to affect tire wear patterns. In my youth, I worked at a tire/race shop and we had many tricks to help out a "wobbly' as we called them - your shop in Ithaca should know those tricks as well. Anong other things, they can "spin" the tire on the rim so that it can help to cancel out the "high spot" that is causing the vibration.
In all honesty, I have never had good luck with steel wheels - I always put my snow tires on alloy wheels - Tire Rack has close outs - I put my recent snows on my tt quattro using Mille Miglia wheels 17x8's and snow tires for 210/corner
