First, if someone comes out with a technology based on GPS tracking, someone else will come out with a way to defeat it. Period.
2nd. Do you really believe that the state would give you a credit for your gas tax against your GPS tax??
3rd. Commercial vehicles already pay extra fees for licenses. If you raise the fees again, who do you think will pay in the end? You!
4th. Based on the plan of crediting gas tax against GPS miles tax. If I have a big ol' Dodge V10 that gets 5 miles to a gallon, and you have a Prius that gets 50 miles a gallon, and we both drive 100 miles. If gas tax is 50 cents a gallon. You use 2 gallons, I use 20. You pay $.50 cents in GPS tax and I pay nothing. Make sense??
5th. If you want to support education, get rid of government programs and requirements and get back to basics. The administrative burden in education today is ridiculous. Look at D.C. Pays the 2nd highest per pupil in the country, and if it weren't for Mississippi, they'd be last in scores. Throwing money at a problem doesn't always solve it.
Just my humble opinion.
